Some other things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
If necessary
Do a backup and try a factory reset. Then restore from your backup.
Backup - Restore your device from an iCloud or iTunes backup.
Some other things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.

This may be your problem, an updating Apple ID settings problem. Apple is aware of the problem.
Note that some have solved the problem by signing out of iCloud, restarting their devices, and signing back in.
I suggest you use my search link (update apple id settings) in trying to solve your problem. You will see a number of links that are related to it (some deal with iPhone/iPads explicitly, and others are more general). Note that I have not seen a definitive solution for it. But, some related to the search link claim fixes.

I am unable to log in to see my purchases. I tried resetting my password and it makes no difference. It says to try later, but even when I do it later, it's still the same error.
Did you try what I posted above?
I did it on my laptop and trying to login to itunes. I apparently bought an app and am trying to get info to cancel it.
