I understand. The next thing to check is your charging system. Do you have access to another Apple device that charges via Lightning? You need to try another known good USB cable connected to another known good power source. Make sure that that charging combination works on another iPhone or iPad running iOS 13. Then plug it into your iPad.
Connecting a known good charging source to your iPad should cause the iPad to come to life. If the battery is simply flat, you should get the Apple logo and a comment to wait until it charges a little before attempting to power the iPad up. If so, figure out if it's your cable (more likely) or your power source (less likely) that caused your problem. If you still get no response, it's time for a visit to Apple for a diagnosis.
