Watch won’t pair without update, but is updated

I have a series 4 watch gifted to me by my s/o. He got a new phone which was an android and had no use of an apple watch. When I try to pair is says I must update to newest watchos. it went through with the download but did not allow me to go any further from there. When I try again to pair the watch to my phone, is says the same thing. Though, now it says that it is up to date and stops me there. It does not let me do anything further.
