Hello.
We would like to help but I feel like I need more info. Can you please explain what exactly is happening? Do you have any screenshots or photos? Or can you please tell what exactly does the iPhone say?

When did it start to act that way? Are you getting an error message? Is that a new iPhone or a "second hand" device? Did you you change your Apple ID & Password recently?

From the photo that you are provided it doesn't look like the phone is connected to any kind of network, nor Wi-Fi, nor SIM-card. You need the internet connection to activate it.

I will connect now to the wifi .. Plz bro tell me how to activate .. cause i tried several times And i failed .. i feel am hacked
There's no way to hack an iPhone without the direct access to your phone.
Connect to Wi-Fi and log in with your Apple ID.
Put the SIM card in it and try again.
