Yes. If you can prove original ownership to the satisfaction of Apple (in their absolute discretion), usually with the original invoice that clearly shows the device serial number, it has been known for assistance to be be forthcoming.
You should note that there is no guarantee that you will receive assistance, but anecdotal reports indicate that it has been known in limited circumstances.
As the original owner, you should be able to resolve an Activation Lock yourself...

Valid Purchase Bill means it's the original purchase receipt which shows the iPad Serial Number. A receipt from a private sale or from eBay or some other non-authorized seller is NOT a valid purchase receipt.
Your question has absolutely NOTHING to do with the subject in thread, but if your App Store is disabled, you need to contact iTunes Support per the directions here:
