You will need to be connected to WiFi or a computer that is connected to the internet.
If you're talking about iOS Software updates, those need to be done using a Wi-Fi connection -- they are typically multi gigabyte files for which a mobile data plan will not cut it.
But, in iOS 13, you can change your settings to allow for App updates (as opposed to iOS updates) over 200 MB even by mobile data. No Wi-Fi required. Go to Settings > iTunes & App Stores and under the heading "Cellular Data," tap the setting for "App Downloads," and tap "Always Allow," if you want to always allow all apps to download using cellular data, regardless of the 200 MB limit.
