How do I update the iOS on a model A1432 Mini ipad?

If you have an original iPad mini, as indicated - and you have already updated to the last available version of iOS for this device, this being iOS 9.3.6 for WiFi & Cellular models, then further update isn’t possible.
Update support for the 1st Generation iPad mini ended 12 September 2016. Further update to later major versions of iOS isn’t possible as the 32-bit CPU is incompatible with later versions. The 32-bit architecture is effectively obsolete.
Apps compatible with older versions of iOS are becoming increasing scarce. Third-party App Developers are progressively dropping support for earlier versions of iOS and are withdrawing older App-versions from the Apple App Store. Most, if not all, have dropped support for all iOS versions preceding iOS 11/12/13, with older versions of their Apps having been totally withdrawn from the App Store.
If you require use of most available third-party Apps, you now have little alternative other than to consider replacing your iPad with a more recent or current model.

That iPad Mini can't support iOS versions beyond 9.3.5/6, because of hardware incompatibility.

If you are trying to update to iOS 13, you can’t. That’s a first gen mini. iOS updates ended for it some time ago.
Updating iPad Mini 1 to versions higher than iOS 9.3.5/9.3.6 isn't possible, as the 32-bit CPU is incompatible. Update support ended a few years ago - so you'll be stuck at iOS 9.3.5/9.3.6 forever.
