How to manage storage full?

Are you referring to the storage space on your device or in iCloud? If it is your device, you will need to erase files, pics, or whatever to regain some space because you cannot add more space to your device. Before you do, make sure you have an external backup (on your computer or a drive). Remember that iCloud is not a backup as such - it is a syncing service so you have all your files available on all your devices. If you delete a file from your device, it will also be deleted on iCloud.

If you mean the space available/full on iCloud, then you can purchase more space.

First backup* your iPhone and then restore** your iPhone from the backup. See where things go from there.
