Sending text messages to other iPhons

To send a message to another iPhone I have to pull the bottom of my screen up, turn my WiFi off, pull the screen back down, wait a few seconds and pull it back up turn my WiFi back on than pull the screen back down. After repeating this about 3 or 4 times my text will finally send. It only does it sometimes not every time but it’s extremely annoying and very inconvenient. Is there a fix to this?
