How to permanently save photos that are on iCloud?

I'd like to delete photos from my iPhone XS; yet have them saved permanently on the icloud. I'm afraid that if I delete them from my phone, they will also be deleted from the iCloud. Also, if I turn off iCloud photos on my iPhone, will the pictures I take still save to iCloud?

One cannot delete photos from the device and saved permanently in iCloud as you phrase it as that's not how iCloud works or was designed. If you delete them from the phone, they will be deleted everywhere including iCloud as well. No to the last last question.
