need to boot T2 machine from external mojave disk

New Cataline T2 chipped Macbook Pro. I need to run some 32 bit programs. I cloned a Mojave SSD startup drive from my Mojave machine using carbon copy cloner. I have changed the settings in startup security on my current Mac to "allow startup from external disk," "medium security. " The Mac still refuses to boot from the disk and says the system needs to be reinstalled. I am willing to reinstall Mojave on the external drive but my Mac will not allow me to even download the installer. Any suggestions much appreciated

I understand I can't boot the main drive from an earlier OS. I thought if you adjusted the startup security settings you could boot from an external drive instead of setting up a VM. I adjusted the startup security to allow boot from external drive and to allow any version of OS signed by Apple. I tried to reinstall Mojave on the external drive from the new machine because I undersatnd if puts some personalization thing on but it wouldnt even let me open the installer. This is actually annoying.
