System Preferences crashes on iPad mini 4

The systems preference function keeps crashing after 2-3 seconds when I open on my iPad mini 4 / software version 13.5.1. I've tried doing a factory reset by holding the Home button and the On/Off button, but it hasn't fixed the problem. And all functions to reset are in systems preference so they are not accessible. Any alternate solutions??

The “restore” procedures are the only mechanisms by which are reset can be achieved if you are unable to access iPad Settings.

I suggest that you restore your iPad to Factory Settings - and initially do not restore data from your backup. This will permit you to verify that the problem is resolved before restoring settings and data from your iCloud/iTunes backup.

If all is well following the Factory Restore - then you might attempt restoration from your backup:

Thanks but I can't reset the iPad because the Systems Preference functions shuts down before I have a chance to use the reset. So I don't need to restore the iPad yet....I need a way to reset it without going into the Systems Preference function. And holding the Home Button and On/Off Button together is not resetting it either. Any other ways to do this??

OK thank you - however the Settings function is crashing when I open it within 2-3 seconds. I have no access to any reset or functions within Settings. This is why I need to reset the iPad as I can't connect to new WiFi networks or updates or anything else within Settings. There has to be a hard reset somewhere without having to go to Settings > Reset > Erase All Content and Settings. No??
