Apple Pay - Bank in Puerto Rico

Why can’t I add bank accounts or debit or credit cards from my banks in Puerto Rico?

Popular has Samsung Pay for it clients. I’ve ask the bank, and they tell me it’s because of Apple.

It could be great in this time of Covid-19, to have Apple's Pay service on your side.
