Yes -- it is a common phishing scam.

Apple doesn't make unsolicited phone calls. If there was a problem you would be notified when attempting to log in, including when logging into this forum. Also see: Recognize and avoid phishing messages, phony support calls, and other scams - Apple Support

No -- but a common scam is to pretend to be Apple Support. Some people have reported using a phone number they found on an internet search that they thought was Apple but was not. Also, using a link in any email or returning a phone call supposedly from Apple are ways that you can end up talking to someone not Apple.
