what the **** the one time i need to use the cloud to restore lost phone and it s no there?

apple i cloud i only have the 5 gb but isnt that continuously back up and overwrite the last backup automatically? I only want my contacts backed up this Apple cloud BS let me down the one time i need it and it doesnt restore my contacts. the last time I backed up was 2018 and i lost a lot of contacts. I guess i cannot rely on cloud for ****,. i have to goto itunes and back up manualy I have a 1 TB personnel WDcloud drive thats suppose to back up nightly
