I am unable to download apps (free) because “my payment has been declined” and when I try to update the billing, it fails cause of active subscription which I am unable to cancel because “payment is declined”. Please how do I go about this?

This is what it keeps showing me

If you have another credit card, try adding it to your payment method as a second form of payment. Once the card is added, promote it to be the primary payment method. You should then be able to remove the card that is being declined.

See If your payment method is declined in the App Store or iTunes Store https://support.apple.com/en-us/HT203005. To resolve this, add a new payment method or update the billing information for your current payment method.
