why can't I text someone with a different type of device

I have an IPhone 7 and 8 my brother had an Android and for some reason I can not get text to go through to him.....any idea why? Is there a setting somewhere for this?

iPhone 7 Plus, iOS 13

Enable SMS messaging if not already, and ensure your cellular plan offers SMS.

Settings > Messages > Send as SMS
