I have enough space on icloud but not in my phone. I keep on deleting but I still don’t have space. How do I move stuff from iPhone storage to iCloud storage

You don't.

iCloud is a syncing service, not off device storage. All content being synced with iCloud is also stored on your phone.

If you haven't already, optimizing your photos will reduce the amount of storage required on your phone for your photos.
