While some of the photos I have imported show up in "Photos" and my "Import" folder, others ONLY show up in my "Import" folder and not in my "Photos" folder. Am I doing something wrong?

Import isn't a place, it's a list - of the most recent batches of imports. If a photo is in imports then it's in your Library... somewhere. If you right-click on an image in Imports there is and option to bring you to the image in the Photos section.

Have you considered using the Image > Adjust date and Time... function on those photos instead of rescanning?
Okay, thanks for the information...after I read this I went and checked my scanner, which thinks it's February of 2013...so all the scanned photos are there just in my photo library in 2013...time to rescan.
