I Assume you Cannot Download Purchases:

If that is the case, then disable Cellular, and them enable and use Wi-Fi. With Wi-Fi enabled and connected, it should then be accessible via and playable. I see you are connected to Cellular. Note that Cellular always overrules Wi-Fi.
