Unable to change Apple ID

I received an email from credit monitoring protection that my Apple email was hacked. Now when I tried to login to iCloud to change my password, I keep getting an error saying “an unknown error has occurred.” It happens over and over so I can’t change the password. Am I hacked? Can the password be changed by Apple?
