apple tv not finding location services

My NHL app does not recognise a location which should be set by the Apple TV to enable a live feed. I was advised that the Apple TV does not have a location defined despite the Apple TV indicating location services enabled. Is there any way to confirm that location services on the Apple TV is functioning correctly or to re-enable?

Location Services has an On|Off switch in Settings﹥General﹥Privacy﹥Location Services﹥.

Location Services on Apple TV takes a cue from the WAN IP address. How that translates to a geolocation is partly up to your ISP, and also up to NHL and the service they use for that translation.

If you use a VPN, then you may want to turn that off, as that may give a WAN IP address as used by that service.
