i am unable to send text messages to android users? what can i do?

iPhone 6s Plus, iOS 13

Check Settings > Messages and make sure send as SMS is on and MMS is on. If it is try turning it off and back on. If that doesn't work contact your cell service provider and have them check the provisioning on your iPhone.
