Cannot download photos and videos

Im trying to unlink my ipad to icloud photos and keepiing them on my device but it says this. How do I make it download them?

iPad Air 2, iPadOS 13

Hi thanks for the reply and sorry for the late reply on my part.

My ipad has 20GB of storage that’s not been used though?

It sounds like your iPad is possibly short on space. You will need to either consider storing them in iCloud and upgrade it or transferring the photos to a computer or external storage device.

Are you using the Optimize iPad Storage feature via Settings > Name > iCloud > Photos?
