Presumably because the number you're putting is not correct.

The serial number on the back case is very small and it's easy to mistake a C for an O or a Q, or an O for a zero.

You haven't told us where you're trying to enter the serial number, but if you're able, look for the serial number in the iPod's Settings. It's under Settings/About and the serial number is the fifth item on the list. My serial number has a Q in it, which would be easy to mistake for an O, but that Q follows a C, so it would be easy to mis-read one or both of those characters.

It also has a zero at the beginning of a series of numbers, so it would be easy to mistake that zero for a letter O at the end of a series of letters. However, when I check the serial number under Settings/About, the zero is the slashed type, similar to this: Ø (in case that hasn't reproduced correctly, it looks like a zero with a slash through it).

I realise that if you're Scandinavian, you may think that's one the unique letters of your alphabet - yes, and you Germans...

...and the Greeks

Anyway, look up the number in Settings, it's much easier to read.
