iCloud cannot be use to unlock iPhone

Please is there anyone who can help me I restore my iphone and it has iCloud on it and I try to sign my iCloud it keep saying my iCloud cannot be use to unlock my iphone thank

Only way to turn off an Activation Lock -- Turn off Activation Lock - Apple Support.
