sending texts on my mac

Whenever I try to send a text on iMessages through my computer it says ! and it doesn't go through. I am able to receive, but not reply? How do I fix that?

MacBook Air 13″, macOS 10.14

Are you sending to a non-Apple phone? That requires you send SMS through your iPhone. Do you have Text Message Forwarding set up on your iPhone to forward SMS text messages generated on your Mac?

Or, is it all messages?
