Why is it that on a iPhone 7, 27 GB’s of my space is taken up by software stuff. I think this is absolutely ridiculous and should be fixed. I’ve deleted half my apps and I still don’t even have the space to install the software update which will probably take up whatever’s left.

If it is "other" when you look in Settings,General,iphone storage then click on :--> Clear Other storage on your iPhone or iPad - Apple Support
If you can't update you will have to take the drastic option in there
