I have a list of websites with which AFP could be used: banking org, helpx.adobe.com, discussions.apple.com, google.com, amazon.com, etc. and I want to know which ones would be advisable to choose Ask, Off, or On? Thank you.

None of the sites listed require Flash with the possible exception of "banking org", whatever that is. Flash is soon to be as extinct as the DoDo. I haven't had Flash installed on any of my computers in over two years.

If you don't need to use Flash then don't. Adobe is dropping support for it by the end of the year and all sites I've gone to don't use it. I haven't had it installed for over a year. None of my banking sites use it either, nor Amazon.com, Google, etc.
Just uninstall it entirely from your Mac and go about your business. You don't need it.
I haven't had Adobe Flash Player installed on my Mac for maybe 3 or 4 years (possibly longer) and have yet to encounter a site that needed it. I would uninstall it.
