Assign iCloud Storage in Apple Business Manager
I have some users that need additional iCloud storage. Is it possible to assign additional iCloud storage to users in Apple Business Manager?

No. I strongly would recommend against using iCloud storage in business. If you user leaves and doesn't share the files with you, you could lose all those files. Dropbox, Box, OneDrive, and Google Drive are all much better business options.
