can't create apple id for teen

I'm trying to create an apple id for my son, but the system preferences aren't allowing me to enter his birthdate. His birthmonth and day aren't in the dropdown menu. It will only allow me to give him a birthday from August -December and 2007 or later. I'm wondering if it's because he's a twin. I created an apple id for his brother without an issue.

Trying to set up child account for my 14 year old son. As I am going through the steps of adding a member to my family account, i am trying to add my 14year old son as a child account so I can maintain control over the phone and what he can access and download. However when I get to the point of entering the birthday it just resets the year to 09' instead of 07' that I am trying to select. Is it that I cannot setup a child account for a 14 year old and that I must make it for a 12yr old only?

See if you can create the ID on the website. In the first link below, see the 'Create an Apple ID on the web' section.
