I’m guessing the OP really does mean offloading. That’s a feature whereby you offload the app to save space but the data belonging to the app is preserved. To answer the question - no, an offloaded app cannot function in any way until is redownloaded.

What do you mean by offloaded? Do you mean deleted? If you mean you deleted the app, then to answer your question, it cannot track your location.
