before I would have see Folders dated and data within the folder was also dated.

What It does now is like the following.

Folder Name: A, B, C, D, E, F etc... and Name of Datas within the folder are in a very messy way. you can see in the attachment below..

is there anyway to solve this issue back and have the dated folder?

To get the old folder structure back you have to downgrade back to macOS 10.14 Mojave and restore your library from a backup you made while using Mojave.

On Catalina it is nearly impossible to retrieve the media files from the Photos Library using the Finder. You need the Photos.app to find the photos in the Photos Library. I would prepare for an emergency, by keeping backup copies of the original image files on an external volume, just in case you will ever find yourself in a situation, where the Photos Library should get corrupted and Photos cannot open the library.

You can export the original files from the library with the subfolder format "Moment Name". Then your saved originals will be exported to folders named by the Moment (The location and the date) and are easy to find.

Catalina Photos 5.0 now changes the filenames inside its library package (that mere mortals might peek but not modify unless they have good backups and know what they are doing!).

I guess this was done to make iCloud syncing work better (I hope robust iTunes syncing to iOS devices will someday be fixed too!!). The original filenames are exported out.
