Never use beta software unless your sole purpose is to test it and assist the software developers.

Note that if you did not make a backup before installing the beta, your only option, after removing your beta profile, will be to restore it as new, erasing it, and then set it up as a new device. You won’t be able to get your data back on it.

So it was not properly erased by the previous owner. It may well be activation locked to them. Fingers crossed they released it.
Your iCloud sync’d content will sync back once you erase it, install iOS 13 and sign into iCloud. But you cannot restore a backup to it unless that backup was specifically an iTunes backup made prior to the installation of the iOS 14 beta.
Once iOS 14 goes public and you update to it from 13, you could restore an iCloud backup. But then you’d loose everything you put on the device between now and then.
This is an issue buying a used device that you could not check out in person beforehand. Hopefully, as mentioned, it is not already signed into iCloud with someone else’s AppleID and activation locked on you.
