How do I remove all
messages and calls permanently wo resetting my iPhone 11?

I don't think there is a single button that does what you are asking.. but it's really not that bad to go thru manually.
The recent calls in the Phone app is the easiest, just go into he Phone app and select Recents, then in the upper right select Edit, then select Clear in the upper left. Voicemails you'll need to select and delete, or it's pretty quick to swipe left on each one. Voicemails have a Deleted Messages 'folder' at the bottom, if you go into that there is an option to Clear All in the upper right.
For Messages, you can go into the Messages app and start swiping left.. or press the circle with 3 dots in the upper right, Select Messages, and then you can pretty quickly select multiple messages by dragging down, then pressing Delete.
