Do you mean cancel an upgraded iCloud storage plan? If so, cancel by downgrading to the free 5GB plan. See instructions in: Downgrade or cancel your iCloud storage plan - Apple Support

Do you mean remove some data stored in iCloud? Manage your iCloud storage - Apple Support
