No outgoing FaceTime MacBook Pro
hi There,
I can receive FaceTime calls on my MacBook Pro 2019 but I can’t make any calls. Is there a fix for this?

Check this article about settings in Screen Time and see, if in "Always allowed" FaceTime is not restricted.

Allow use of certain apps even during downtime or when an app limit has been set for ”All Apps & Categories.” Phone, Messages, FaceTime, and Maps are always allowed by default, but you can change that here.
