Restoring contacts from icloud

I seem to have deleted or misplaced my contacts on my iphone 7.

How do I restore those contacts from last backed up icloud?

That would depend on how you are managing contacts. If you are managing them with iCloud, then you should go to a computer and log into iCloud and ensure that your contacts are there. If so, then on the iPhone, go to Settings><yourname>Contacts. Turn that off, the power cycle the iPhone, then go back there and turn it back on. If you are not using iCloud to manage contacts and they are just backed up in iCloud, you would need to restore your iPhone to the last iCloud backup you made.
