How to update my payment method
I just change iPhone . But my payment method was decline . Then I removed it and put it again but still fail

See this, If your payment method is declined in the App Store or iTunes Store - Apple Support You are not speaking to Apple here, this is a user to user support forum and Apple does not participate here. If that does not help, you will need to contact Apple Support directly.
