The maximum you can upgrade to is macOS 10.13.6.

You can access that (using Safari only) via https://itunes.apple.com/us/app/macos-high-sierra/id1246284741?mt=12

The latest version is 10.15 and 11.0 in a few weeks - but your Mac can't run either :-o
