Cant access settings

Can someone please help me, i purchases a new macbook pro 13 in and transferred all the data from my old laptop to the new one but on the new one i cant access settings. The light below the settings app turn on like its opening but nuthing opens up. I tried reinstalling the os which works but when i turn the laptop on again the next day the settings app wont work again. I dont know wat to do please help
