Are you trying to remove specific items or all items? Were you syncing data with iCloud? Do you have access to another device or computer so you can go to iCloud.com to remove some of the data?
If you want to remove all the data, go to iCloud.com/Find My Phone using a computer browser
Remove everything and turn off the Activation Lock.
