That would be normal for all devices. Apple TV has no volume control, it is dependent on the TV or receiver to output audio. It would then be up to the manufacturer of the TV or receiver to facilitate audio output from both simultaneously.
When I watch my Visio TV (without Apple Box), I can listen to my wired headset AND the regular TV speakers at the same time. The wired headset is plugged into my AT&T U-Verse DVR. I cannot find a wired 3.5mm headset plug in my Visio TV. My bluetooth headset works fine OR the TV speakers work fine by themselves but, not both at the same time.
I guess I won't be able to listen to my headset and the TV speakers at the same time. I'm hard of hearing so I wear the headset so I don't blast too loud for my wife. I don't know how I'm going to solve this problem!

The Apple TV box does not facilitate this. Selecting bluetooth speakers cuts out audio from the HDMI stream.
Some TVs and AV receivers may support both regular speakers and headphones.

I appreciate the quick response! Seems like this was an oversight on Apple's part. How hard could it have been to write code to power two audio feeds at the same time?
That simply means the Tv allows for simultaneous output when using a wired headset. That is not usually the case when using Bluetooth, regardless of which device it is paired to.
