Disabled apple id

I added my new payment method and after clicking done it shows that your account is disabled in App Store and Itunes. I have reset my password but it is still not working. How can I unlock my itunes account?

If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support.
