When you purchase an iPhone there are two options, you can buy an iPhone locked to a specific carrier (often what the carriers themselves sell as contracts) or unlocked iPhones. Unlocked iPhones are often a little more expensive and you have to get a sim card from your provider. If you change providers/sim cards with a locked phone you will get an error message like the one described here. To unlock a cell phone you have to contact the provider and tell them that you have locked cellphone and you need it unlocked so you can change to another cellular service. Often times this can be difficult as the cellular provider may refer you to Apple but apple support cannot unlock the cellular service on a locked iPhone.
