I have 2TB of Icloud space but some on my photos stay on my mac taking up the local space

have 2TB of iCloud space but some on my photos stay on my mac taking up the local space. Anyone know how to move the all over to just iCloud so i can free space up - I already have the setting in preferences set to iCloud for Photos.
