It won’t let me change my region...

Im trying to change my Region but it comes up wiht something like i need to use all my momey before changing stores, but I only have a balance of .04 cents

You can either spend the remaining balance and use another payment method to pay the rest of the cost of the item, or you can contact Apple Support: Contact Support
