I have a new iPad Pro that I restored from another iPad Pro using an iCloud back-up. Everything seems to have carried over except Books. I can see that I have records in Books in iCloud, and I have Books (app) on my new iPad set to Sync with iCloud, including over cellular data. But no books show up in the Books app.

Hi, could you check if under Settings - Books you have a green tick on Syncing with ICLOUD DRIVE?
Also make sure you’re signed in with the same Apple ID on both devices, including for your iTunes/ App Store.
This would be required to sync content like PDF or other files not originally from the Book store.
