My apple account was hacked and I can’t sign in

cannot sign in on my Apple ID ... I think my account was hacked.. it will not accept my password

My Apple ID has been hacked am I able to unlock my account because its been hacked. I was emailed a link to unlock it and they wanted personal information such as social security and I believe that was a link meant to scam me. However, I am unable to get into my account because it is still locked.
