Either....

If your Apple ID is locked or disabled - Apple Support

or...

If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support


If it’s the latter case as seems likely, contact Apple Support, and specifically the Billing & Subscriptions folks. Contact link in he second article.
